1-      REVIEW OF T= ERMS OF REFERENCE

To ensure members of the comm= ittee understand the role of the committee and its members as well as to give an overview to our new committee member sister Carole who is now replacing sis= ter Susan.

2-      REPORT OF EOC

 <= /p>

Chairs of the EOC are sister = Robyn Benson and brother John Gordon.

 <= /p>

Embracing Changes  - report indicates that TBS has not reached the 1 in 5 goal as per the embracing change document.

 <= /p>

PSAC Pride conference will be= held in Montreal, November 27 to 30.

 <= /p>

3-      REPORT OF THE EEUMCC

 <= /p>

October 1st is conversion date for the terms with 3 years of service to the indeterminate status.

 <= /p>

Susan will provide us with the minutes of the last EEUMCC as soon as she receives them.<= /b>

Janet advised us that there i= s a monitoring guideline established with HRDC to monitor the term situation an= d we are to advise CEIU of any situation within the workplace.=

 <= /p>

4-      SURVEY

 <= /p>

Janet provided a report of the survey results - 242 members responded.

She also shared some of the comments that were put on these surveys. This was a strong indication of the discrimination that still exists within our membership.  Some comments were derogatory.


 <= /p>

The committee decided to retu= rn the list of members self identified to Janet. The reasoning behind this is that= the list we received, is categorized by the equity group and we do not want to = take to risk of them falling in the wrong hands. We are requesting a list of the members without identifying the group on the document.  For example - Denis as the representative for the GLBT would get the list of the members who self identified as GLBT but this would not be indicated at any place on the repo= rt.

The committee will use codes = to identify which group the individuals have self-id and only the committee members know this code.

 <= /p>

The committee would like to e= xtend their appreciation to Helene Morin for the work she did on the data capture= of the survey information.

 <= /p>

5-      OPEIU

 <= /p>

Susan presented the two poste= rs for the Employment Equity mentoring competition coming up for the year 2004.  The committee approved these poste= rs for distribution.  The bulletin as= also been approved by the committee.

 <= /p>

The HR/RR committee members w= ho will be on the monitoring committee for the mentoring program are Elaine, Michael, Todd and Carole.

 <= /p>

6-      HR/RR NATIONAL CONFERENCE

 <= /p>

The HR/RR committee recommend= s to hold the CEIU HR/RR conference for 2004 in the province of Alberta.  There is a choice of two cities, C= algary or Edmonton.  Janet will get Brigitte to do some costing and look at accommodations and the less costly = of the two will be selected.  

 <= /p>

The committee also recommends= two dates which are Sept. 17 to 19 or Sept 24 to 26;  again once costing is established = the cheaper cost will determine the date.

 <= /p>

The theme for the conference = as decided by the committee will be CIRCLE OF UNITY.

 <= /p>

Gifts for guest speakers will= be a laminated poster for the CEIU HR/RR.

 <= /p>


Susan will be looking into th= e cost of the T-shirts.

 <= /p>

The committee has agreed to h= ave the T-shirts for the committee color as jade and the delegates t-shirts wil= l be color light green.  As well th= e new CEIU logo will be incorporated in the t-shirts.

 <= /p>

Each equity group will decide= who their guests speakers are.

 <= /p>

7-      HR/RR PIN

 <= /p>

The committee recommends to h= ave 1000 pins made with the CEIU HR/RR logo.

 <= /p>

8-      GUIDELINES FOR ACCESSIBILITY

 <= /p>

Todd had provided us with a b= ooklet as a guideline that CEIU can use to ensure that all our conferences are hel= d in locations that are totally accessible for all. This document will also prov= ide the By-laws committee with the input they require for the Duty to Accommoda= te policy that they are working on.

 <= /p>

The committee recommends that= the NE adopts and enforces the guidelines outlined in the booklet “Is your Business Open to All”. The document is available in an English format only so will require translation.

 <= /p>

9-      WEB SITE

 <= /p>

Janet requested our input int= o what we would like to see on our web site for the HR/RR committee.  Janet and/or Jeannette will approv= e any information to be posted on our web-site.

 <= /p>

The committee has decided tha= t each member of the committee will be responsible to ensure information is added = to the site on a monthly basis. Susan volunteered to monitor the web site and = to remind us to forward our stories.

 <= /p>

10-    VIDEO

 <= /p>

No report as Dexter could not attend the meeting for personal reasons.&n= bsp; Susan will be getting in contact with Dexter to get more information= on it and she may also have another contact to create the video.


11-    APPROVAL OF PROJECTS

 <= /p>

Janet indicates that any proj= ects we have or plan on doing have to be sent to national office for approval and translation.  There was an iss= ue around the aboriginal calendars and they were approved by CEIU national off= ice prior to them getting printed.

 <= /p>

12-    SAME SEX MARRIAGE

 <= /p>

The committee recommends that= CEIU National develop a letter writing campaign to the MPs seeking their support= on same sex marriage.

 <= /p>

13-    FUNDING RECOMMENDATIONS

 <= /p>

The committee has developed a process for approval of funding requests that come to HRRR Committee to support. The HRRR Committee recommends that it be appendix A of the HR/RR t= erms of reference.

 <= /p>

RECOMMENDATION ON FUNDING FOR TRAINING

 

Policy for the review of applications from members of the CEIU NHRRR committee seeking funding from = CEIU for attending non-union training, workshops and conferences.

 

The Training

 

What type of training should = be considered?

 

The training should not be something that is directly related to the person's work and therefore somet= hing that should really be considered for support by the employer.

 

The training is of such a nat= ure that it cannot be supported by CEIU under Policy 26.

 

The training must however, be training that would enhance the member's&n= bsp; skill in the particular area in which they are involved with the uni= on (Human Rights for example) and subsequently would improve their level of contribution to this work.

 

This would enable the individ= ual to increase the level of their own skill set, while adding to the overall leve= l of expertise on the particular committee in which they are involved.

 

The Funding=

 

It is recommended that CEIU, through the NHRRR committee, be the last resort for funding for training of this kind.  =

 

All other possible sources (t= he individual's local, region, CEIU national office and any other funding sour= ces that may be available to that particular person) should have been explored first. 

 

The more avenues that a perso= n has explored, the stronger the application will be as it indicates motivation to obtain the training and a commitment to continuous learning.

 

We are certainly in a time in= which learning is not only extremely important but a fact of life.

 


It is therefore, also recomme= nded that the committee try whenever possible and appropriate to assist members = in obtaining training.
