The Chair of the Committee is now Janina Lebon; the
Alternate chair is Carm Chan.
1. &nbs=
p; Designations:
Carm
Chan and Jacques Archambault met with CIC on 13 June 2003. The National Office mailed out the
designations to the regions so that the Locals could review them and provide
comments. To date only 3 regi=
ons
have responded: New Brunswick, Headquarters and Saskatchewan.
Recommendation:
the NVPs provide input on the CIC designations to Carm Chan and Jacques
Archambault by 15 October 2003.
2. &nbs=
p; National
Citizenship and Immigration Committee:
We
discussed how we would function as a committee. With regard to the agenda, the com=
mittee
recommends that any items be provided to the committee a month prior to the=
NE
meeting with a brief description on the items.
This
allows the committee to research and / or obtain input on the items.
3. &nbs=
p; National
Citizenship and Immigration Advisory Committee – Citizenship position=
:
Recommendation:
a call for nominations be sent out for a Citizenship member for the committ=
ee
by 15 October 2003.
Our
Citizenship members feel disconnected to CEIU. They need to have a voice on the
Advisory Committee to ensure their issues are brought forward.
The
position for Citizenship was approved by the National Executive in 2002 but
never filled.
Recommendation:
that all the alternate positions be filled as soon as possible.
4. &nbs=
p; Citizenship
and Immigration Conferences:
a) &nb= sp; Prairies Conference: The Conference is scheduled for 8-9 November 2003 in Edmonton.<= o:p>
Recommendation:
the delegate entitlement be revised; it be based on the correct number of
Locals; and take into account the number of members in the region.
There
was discussion that C & I (regional) conferences follow a process simil=
ar
to that for Regional Presidents / Representatives’ Conferences.
Agenda
items be solicited from the Locals in the region.
Participation
of the NVPs at these conferences be from their own budgets.
Involvement
of the RUO where the conference is being held.
Observers
are encouraged to attend, at their own expense.
b) &nb=
sp; Atlantic
Conference: Since our meeting=
, the
committee has been advised that the date and location are set.
5. &nbs=
p; National
Conference:
That
there be an organizing committee (at least 3-4 persons; 2 from the Advisory,
one from the RUO and the NVP C & I)
That
National C & I Advisory Committee meet this fall to organize the Confer=
ence
whose theme is “Building our Locals”.
Conference
to be chaired by the NVP, C & I.
6. &nbs=
p; Call
Centre:
We
discussed the announcement of the Call Centre consolidation and its impact =
on
indeterminates and terms. Tor=
onto
has a local WFA committee (which was to meet on 26 September 2003).
There
is some backlash from members (IRB and CIC) who see their career paths affe=
cted
by Call Centre closures. We n=
eed to
educate our members on WFA issues.
The
failure of CIC to consult with the Union prior to the announcement is
indicative of a lack of respect for the Union.
Recommendation:
That at the next National UMCC, CEIU ask the Deputy Minister for his defini=
tion
of consultation. That CEIU de=
liver
a strong message to the Deputy Minister on 20 October 2003 involved in the
closure.
7. &nbs=
p; Security
monies:
CIC
received money post September 11 – however, it never reached the front
line border points.
Recommendation:
That
CIC be asked for an accounting of the monies.
How
much went for the creation of, and upgrading EX positions.
That
CIC be questioned on why the AFIS (Automated Fingerprinting Information Sys=
tem)
machines are still not functioning 18 months after the purchase.
8. &nbs=
p; Health
and Safety:
Health
and Safety will be a standing agenda item.
a) &nb=
sp; The
Officer Safety and Desingagement Policy (OSAD):
A
draft (4 September 2003) has been sent to managers.
Recommendation: That the OSAD Policy be provided t=
o H
& S Committees / Reps at Ports of Entry for their input, as required by=
the
Canada Labour Code.
That
this be raised at National H & S Policy Committee on 20 October 2003.
b) &nb=
sp; Training
on Health and Safety:
That
CIC be requested to provide a copy of the current training;
That
CEIU request an update on who has been trained.
