REPORT OF THE NATIONAL PRESIDENT

 

The last few months have been hectic.  Collective bargaining, closures, suspension of members, are but a few of the major issues facing CEIU.  During these months, I had the opportunity to visit locals and attend Presidents’ conferences.<= /o:p>

 

PSAC Convention

&= nbsp;

Although there is a small dues increase, many issu= es were addressed within the budget.  PSAC national conferences will be fully funded.  Strike pay has been increased from= $35 per day to $50 per day.  Healt= h and safety funding has increased.  Globalization plan and social justice resolutions received overwhelm= ing support.  Part of the plan is education for the membership.  There is a misconception that the social justice fund is for ‘natural disas= ters’ such as the ice storm or the Manitoba flood.  Social justice goes beyond that: i= t is fight against the war in Iraq, disarmament, elimination of poverty, clean water, fight against privatization, are but a few issues.  It is crucial that PSAC start the = education plan now.

 

Call Centres=

 

CIC anno= unced the consolidation of Vancouver, Toronto and Montreal (permanent residency c= ard) in Minister Denis Coderre’s riding.&= nbsp; This is nothing but partisan politics.  Where is the study?  A demonstration was held in Toront= o and a press release with CEIU’s position was distributed.  WFA is in place but it does nothin= g for the terms.

 

HRDC Call Centre Harmonization is meant to bring consistency in the delivery of servi= ces - ‘ the phrase of the day for the government’.   HRDC has agreed on September= 17 to reinstate the joint union management committee.  The committee will determine their= own terms of reference.  CEIU made= it clear that the committee would look at the work environment in the Call Cen= tres and continue the work from the previous committee as well as Call Centre Harmonization plan.

Modernization of HRDC

 

Following our meeting of February 12, there has be= en little discussion with HRDC.  = At the NUMCC, some documents were distributed and we mailed them to the National Executive asking for input.  W= e are looking at dates for this fall to discuss where the department is at.  CEIU maintained its position at the NUMCC, i.e. that during the transition, additional funding and resources wi= ll be required.

 

Terms

&= nbsp;

These discussions are held within the HRUMCC.  Guidelines were set to deal with situations where a large volume of terms are terminated.  We presently have a campaign in Ba= thurst which includes demonstrations, grievances and media awareness.  Brother Serge Brideau took the lea= d and with ISP on board, we are forging ahead jointly with NHWU.

 

Although CIC agreed with the implementation of TB policy, some term contracts are not being renewed.

 

ITC

&= nbsp;

Classification campaign is well under way.  Approximately 90% of job descripti= ons have been rewritten, with members’ input, and accepted.  I attended the presentations in Belleville, Winnipeg and Moncton.  Brother Lambert and Brother Coursol attended for the Montreal ITC.  The ITC Committee had a conference= call on September 10 to look at future options for the classification exercise.<= span style=3D'mso-spacerun:yes'>  The Committee decided to select a classification officer from PWGSC.  The ITC Committee will identify a member within each job to be a resource person.  That positio= n was put to management on September 18 and accepted.  It is the view of the Committee th= at it will speed up the process.  Management envisions that the exercise will be completed by mid-Janu= ary.

 

Collective Bargaining=

&= nbsp;

PSAC regional and national conferences were held in May and July.  CEIU was succes= sful in having three members elected to the bargaining team for Table 1 - Brother Bruce Clark from B.C., Sister Lise Lévesque from N.B., and Sister Ba= rb Hall from Manitoba.  Sister Ha= ll was also elected by the team to represent Table 1 on the PSAC Strategy Committee.  PSAC should have a= ll the material

 


(balloons, strike buttons, etc) in the PSAC region= al offices shortly.  An up-to-date strike manual is in the printing stages.&n= bsp; The initial stage of mobilizing the membership is a step towards the political campaign for the upcoming federal elections.

 

CEIU regional bargaining conferences are under way.  Alberta held their confe= rence in conjunction with their Presidents’ conference in September.  All other provinces will have their conference this fall with the exception of Ontario who will have it in early January 2004.

 

The first week of negotiations is over.  Sister Lévesque will give a report during the National Executive meeting.  However, during the strategy meeti= ngs September 20 and 21, clearly, it is my opinion, that we have our work cut o= ut for us.  In general, TB propos= als are mostly editorials.  <= /o:p>

 

PSAC will have available a toolkit to assist activists.  The first issue of bargaining information will be mailed directly to all TB members in October= .

 

CEIU Website

&= nbsp;

The new website will be available in mid-October.<= span style=3D'mso-spacerun:yes'>  The power outage in Ontario contri= buted to some of the delays.  We also needed a legal opinion on our liability.&n= bsp; However, things are going well.

 

Citizenship and Immigration Advisory Commit= tee

 

The Committee met in June.  Their terms of reference were revi= ewed and amended.  The role of the = NVP for CIC was explained.  The ma= ndate of this position is on a national level.&n= bsp; The CIC NVP can attend regional meetings but must inform the regional NVP(s).  The members belong to= the region and it is incumbent on the NVP for CIC to keep the NVPs in the regio= ns informed.  <= /p>

 

Classification issues were also discussed and the = need for a staff coordinator for classification.  The Atlantic and Prairies regional conferences are scheduled for November 2003.  The input from all the members will certainly set some parameters for the next two years on the priorities.

 

 

 

 

 


IRB

&= nbsp;

A very successful conference was held in June.  Again, many issues were discussed.=   Classification remains an issue.  Local reports were given.  Low morale and heavy workload are prevalent.  Updates on Bill C-= 25 and the negotiations were provided.  Congratulations Stephen.

 

In closing, I want to thank the staff for all their hard work.  I particularly wan= t to thank Sister Janet Letwinka for her work and dedication to the members.  I know Janet joins me when I say t= hat our job could not be done without the assistance of the NVPs in the regions= .
