AND IMMIGRATION COMMITTEE MEE=
TING

The Chair of the meeting was Carm Chan due to the absen=
ce
of Janina Lebon.
1.
A copy of the regional office
interview guide CBSA Removals Program was given to all participants.
There have been no sit-down
meetings regarding this item to date.
Janina obtained the copy of the survey from her own sources.
The Committee makes the
recommendation that Jeannette send a letter to the agency informing them th=
at
CEIU wants to have consultations before the results or the implementation of
survey.
2.
Only the English version is
available. Therefore not able=
to
provide document to the National Executive until the French version is
available.
It was brought to the
Committee’s attention that these documents were dated March 2003 and =
it
was an agreement with CCRA before the creation of CBSA. Discussions took place about if th=
ese
documents would be used in developing CBSA.
Recommendation was made that
Jeannette write a letter to the CBSA asking for their framework in point
form. This information would =
then
be given to the Enforcement Ad Hoc Committee and that they would then be ab=
le
to develop their framework to coincide with CBSA. Also, that both documents from age=
nda
items 1 & 2 be discussed further at the CIC National Conference regardi=
ng
POE’s - service delivery to be included under CIC National Conference
agenda item Workshop - restructuring.

The working group met on Marc=
h 8
& 9 to develop the agenda. The
working group is: Brian Johnson, Janina Lebon, Jeannette Meunier-McKay, Alan
Lennon. Robin Kers was also
assisting as a resource person. The agenda / information package was sent o=
ut a
week and a half ago.
4.
The national office received =
the
final document this week.
It’ll be sent out to all CIC Locals and Regional Union
Offices. A copy of the Memora=
ndum
of Understanding will be sent=
out
with the designation list.
5.
We will be reviewing the resu=
lts
from previous studies and waiting on outstanding results and once completed
will review to determine our position in order to present our position to
CBSA. As we presently donR=
17;t
know if CBSA will be honoring past reviews or will they be doing their own
studies.
We keep hounding the employer=
. However, they never get the inform=
ation
re: outstanding reviews / reports.
Recommendation that each NVP request a copy of trained Health &
Safety Representatives in their region and forward to National Office ̵=
1;
who in turn will compile a report.
6.
Our position has been put for=
ward
(block transfer of POE to CBSA) and CIC has informed us that they agree with
our position. However, they w=
ant to
maintain control of the Immigration program including monitoring / assessme=
nt /
developing of training and policy implementation.
7.
Has been sent out to all memb=
ers of
the Advisory Committee.
8.
No formal request was made. However, the Union did ask verball=
y but
did not receive a response. T=
he
Union is presently looking at a press release.
The new budget announcement &=
#8211;
trying to gather information on that allotment. Once information received – =
course
of action to be determined.
