The committee met in Ottawa on Sunday 28 March 2004

Pat Wakefield and Stephen Purcell co-chaired this meeting.

 

We want to thank the members of the committee for all of their hard work, firs= t, at the meeting in December and again on Sunday, 28 March 2004. Our thanks to Louise who has been our salvation on this committee with all of her work wi= th preparing the information as well as her guidance. We would also like to th= ank Janet for her assistance on this committee.

  

Pat started the meeting by apologizing to the members of the committee for not having the full report from the December By-Laws Committee meeting prepared= to present at this National Executive Meeting. Unfortunately,  Louise as well as Stephen and hers= elf have been so busy with their other duties they have been unable to complete= all of the documentation to support the recommendations to bring forward to the National Executive on Policy 12. This Policy will be brought forward for consideration at the fall Executive Meeting.

 

1.  &n= bsp;    CEIU Policies

All of the CEIU Policies were reviewed and the Committee recommends acceptance = as shown on attached document (Appendix-1)

 

 


The committee recommends referral of Policies 7 and 16. Policy 10 will be prese= nted at the Fall meeting as the information provided by the HRRR Committee has n= ot yet been translated.      

 

2.       New Regulation 18B - Election of NVP and Alternate for Human Rights<= /span>

The committee recommends acceptance of the proposed Regulation  18 B (Appendix 2)=

 

3.  &n= bsp;    Policy 18 - Elections

The committee recommends that the policy be amended (Appendix 1-2).  Also, referral to the National Pre= sident to follow-up regarding a disclaimer be placed on these sites.

 

4.       Code = of Conduct

This was referred to the committee by the National President based on recommendations from an Ontario Investigation Report. We were advised by the National President the referral to this committee was being withdrawn in vi= ew of Convention resolution D-10. Therefore, the committee is not making any recommendations.

 

5.       Life Memberships


In its September 2003 report, the committee made an error on 5(a) and (b). The committee failed to make recommendations to the National Executive therefore this was out of order. A review of Regulation 11 and interpretation by the National President took place after which the committee reconsidered the nominations for Life Memberships for Sister Colleen Malinosky and Brother R= ene Coupal. The committee has referred these nominations, through the National President, back to the originators. The documentation on both of these nominations do not provide evidence to show the members’ outstanding achievements. Regulation 11 (4) states:&nb= sp; "As the granting of Life Membership is the highest award the organization can bestow, the contributions made by the nominee must be outstanding and readily recognizable as such." And (5):  "All applications for Life Membership in the CEIU shall be reviewed by the appropriate standing commit= tee who will make appropriate recommendations to the National Executive.&qu= ot; The committee could not make the determination for a recommendation due to = the lack of rationale by the originator which would show the outstanding achievements of the nominees.

 

6.       Life Membership for Wayne Parrinder

The committee referred this nomination, through the National President, back to= the originator to provide documentation and rationale of the outstanding achievements by the nominee. The same reasons as shown in 5 apply.

 

7.       Repor= t of the National Elections Committee

The committee reviewed the contents of this report and discussed it in some det= ail but recognized there will be an extensive debate on the floor therefore did= not make any decisions other than that committee members Pat Wakefield and Step= hen Purcell will move and second the recommendations.
